I do not believe they would. This would defeat the purpose of having stable city-planning that can better endure daily conflicts.

Daily? What kind of conflicts are they building cities like that for?

Well... There are occasionally criminals, of course, who cause destruction for evil reasons. But there are also ordinary day-to-day conflicts. Misunderstandings and miscommunications. The city must be prepared for the ensuing gunfire.

Our numbers are dwindling so quickly... It is difficult to maintain a large cast of characters, but with too many lost things begin to feel very empty.

It is a cliché. I am fond of it, but... it is not always the case. Sometimes the villain is the church. Or a dragon. Or yourself from an alternate timeline.
